I’m very pleased to let you know that we have published our Preliminary Issues Paper (PIP) and our consultation website is live at

On the website, you can find the final versions of the PIP, summaries of the PIP (including in te reo Māori and a range of alternate formats), and information about how to make a submission. The website also includes a short video about the review, and information about our two upcoming webinars.

We are calling for submissions until 3 March 2023. If you, or others that you know, would like to make a submission, we have a submission form that you can complete online on the website. We can also receive submissions via email, text or post.

This review affects many people and the more people we hear from, the better our recommendations will be. Please feel free to share the website link above with others. You can also share this link to our video, if you would like to: We are happy to provide short statements for inclusion in newsletters and the like if that would be useful.
